well i have all the requirements to use marketing but it wont let me!! i have 11 flags and 3 floors and have been playing for 6days!!!!!

I say give it a bit more time, then try again.

I raise marketing for a day or two then lower it to almost off status at least once a week to help gather guests and to help keep up my budget amounts.

you may have needed to clear the cache, which a new day does, but its great to see that you got it going though

You may also want to try filling in that last room on the second floor then you well have exactly three floors.
