if u get like 1,900 bucks and thats enought to get 4 starz, do u have to get the 4th star? Can u just skip it and try to get enough for 5 stars???

Yes you can. The only thing is that I did that, I went from 3 stars to 5, but then I did HORRIBLE.
That's when I got -$5900!
I suggest you wouldn't do that, but yes, that's a possibility.
